What is RE:FIT?

RE:FIT (formerly known as "BEEP") is the first project to be delivered through the Clinton Climate Initiative (CCI), with delivery support by the London Development Agency (LDA), Greater London Authority (GLA), Transport for London, Metropolitan Police Authority and London Fire Brigade.

The ultimate aim of RE:FIT is to retrofit 2000+ public buildings with energy efficiency equipment in London by 2025, which will require an overall investment of at least £400m. Savings of 20% to 50% have been identified.

Many public sector organisations in London have identified challenges in delivering large scale energy reductions due to constraints on:

  1. Access to financial capital and
  2. Internal capacity and expertise to manage such changes.

RE:FIT is designed to overcome these barriers by providing a cost neutral means for companies to reduce energy bills and the carbon footprint of their buildings. The programme features the establishment of a framework for energy services companies (ESCOs). This provides London’s public authorities with pre-approved suppliers and contract conditions to use, helping to avoid lengthy and complex procurement processes.

An ESCO then guarantees a set level of energy savings – therefore financial savings over a period of time. This future income stream is then used to fund investment in energy efficiency improvements. There are 12 approved ESCOs in the RE:FIT programme.

M&V for RE:FIT

The LDA have recommended that energy savings achieved under RE:FIT should be verified and monitored using IPMVP (International Performance Measurement and Verification Protocol). The following diagram is taken from the LDA’s Introduction to the Building Energy Efficiency Programme presentation.

Defining an M&V (measurement and verification) protocol as part of the RE:FIT makes the programme a leader in the marketplace in the UK. To help the ESCO industry develop in the UK there is a need to standardise approaches to evaluation. RE:FIT is leading from the front by specifying IPMVP – really the only choice for defining objective M&V.
